Astfel:<\/p>\n<p>1. <strong>Dublarea perioadei de valabilitate a permiselor de \u0219edere<\/strong>. P\u00e2n\u0103 acum, permisele de \u0219edere pentru lucr\u0103torii permanen\u021bi puteau fi emise cu o valabilitate de p\u00e2n\u0103 la un an, perioad\u0103 care se dubleaz\u0103 prin Legea 28, la doi ani. Pentru lucr\u0103torii \u00eenalt califica\u021bi, valabilitatea a fost extins\u0103 p\u00e2n\u0103 la un maximum de trei ani, de la doi ani anterior.<\/p>\n<p>2.<strong> Reducerea salariului minim lunar de \u00eencadrare pentru lucr\u0103torii \u00eenalt califica<\/strong>\u021bi, de la \u201ecel pu\u021bin de dou\u0103 ori c\u00e2\u0219tigul salarial mediu brut\u201d la \u201ecel pu\u021bin c\u00e2\u0219tigul salarial mediu brut\u201d.<\/p>\n<p>3. <strong>Scurtarea timpului de re\u00eentregire a familiei pentru str\u0103inii \u00eenalt califica\u021bi<\/strong> care aplic\u0103 pentru o Carte albastr\u0103 a UE, \u00een sensul c\u0103 solicitarea de re\u00eentregire poate fi depus\u0103 acum \u00een acela\u0219i timp cu solicitarea de emitere a C\u0103r\u021bii albastre a UE pentru str\u0103ini.<\/p>\n<p>4. <strong>Introducerea unei noi categorii de lucr\u0103tor<\/strong>, aceea de lucr\u0103tor \u00eenalt calificat \u00een cadrul unei mobilit\u0103\u021bi. Astfel, cet\u0103\u021beanul str\u0103in care de\u021bine o Carte albastr\u0103 a UE valabil\u0103, eliberat\u0103 de un stat membru, poate intra \u0219i r\u0103m\u00e2ne \u00een Rom\u00e2nia \u00een vederea desf\u0103\u0219ur\u0103rii unei activit\u0103\u021bi economice pentru o perioad\u0103 de 90 de zile \u00een orice perioad\u0103 de 180 de zile, f\u0103r\u0103 a fi necesar\u0103 obliga\u021bia de\u021binerii avizului de angajare eliberat \u00een condi\u021biile legisla\u021biei speciale privind \u00eencadrarea \u00een munc\u0103 \u0219i deta\u0219area str\u0103inilor pe teritoriul Rom\u00e2niei.<\/p>\n<p>Este important de \u0219tiut aici c\u0103, dup\u0103 12 luni de \u0219edere legal\u0103 \u00een primul stat membru sau dup\u0103 6 luni de \u0219edere legal\u0103 \u00een al doilea stat membru, ca posesor de Carte albastr\u0103 a UE, str\u0103inul are dreptul s\u0103 intre, s\u0103 \u00ee\u0219i stabileasc\u0103 re\u0219edin\u021ba \u0219i s\u0103 lucreze \u00een Rom\u00e2nia ca lucr\u0103tor \u00eenalt calificat, f\u0103r\u0103 a fi necesar\u0103 de\u021binerea avizului de angajare sau a vizei de lung\u0103 \u0219edere. \u00cen termen de cel mult o lun\u0103 de la intrarea \u00een Rom\u00e2nia, cet\u0103\u021beanul respectiv are obliga\u021bia de a solicita eliberarea unei C\u0103r\u021bi albastre a UE. Membrii de familie ai acestui cet\u0103\u021bean, care a venit \u00een Rom\u00e2nia dup\u0103 12 luni de \u0219edere legal\u0103 \u00een primul stat membru sau dup\u0103 6 luni de \u0219edere legal\u0103 \u00een al doilea stat membru, ca posesor de Carte Albastr\u0103 a UE, au obliga\u021bia de a-\u0219i solicita prelungirea dreptului de \u0219edere \u00een termen de cel mult o lun\u0103 de la intrarea \u00een Rom\u00e2nia.<\/p>\n<p>5. <strong>Noi condi\u021bii pentru ob\u021binerea avizului de angajare pentru lucr\u0103torii \u00eenalt califica\u021bi<\/strong>. Principala modificare este introducerea condi\u021biei ca angajatorul s\u0103 fi depus diligen\u021bele pentru ocuparea locului de munc\u0103 vacant de c\u0103tre un cet\u0103\u021bean rom\u00e2n, al unui stat membru UE sau de c\u0103tre un str\u0103in cu drept de \u0219edere pe termen lung, condi\u021bie ce se aplica \u00eenainte doar pentru lucr\u0103torii permanen\u021bi. O alt\u0103 modificare se refer\u0103 la competen\u021bele profesionale necesare, acum necesit\u00e2nd cel pu\u021bin cinci ani de experien\u021b\u0103 profesional\u0103 pentru ob\u021binerea acestui tip de aviz de angajare. Totu\u0219i, la ocuparea posturilor apar\u021bin\u00e2nd grupei minore 133 \u201eConduc\u0103tori \u00een servicii de tehnologia informa\u021biei \u0219i comunica\u021biilor\u201d \u0219i subgrupei majore 25 \u201eSpeciali\u0219ti \u00een tehnologia informa\u021biei \u0219i comunica\u021biilor\u201d se vor solicita doar trei ani de experien\u021b\u0103 profesional\u0103 relevant\u0103, \u00een termen de \u0219apte ani anteriori depunerii cererii.<\/p>\n<p>Nu mai pu\u021bin importante sunt noile termene pe care le prevede legea, \u00een sensul extinderii unora dintre acestea, astfel: a termenului de valabilitate al avizelor de deta\u0219are, de la 60 de zile la 180 de zile, \u0219i a termenelor pentru solu\u021bionarea cererilor de viz\u0103 de lung\u0103 \u0219edere \u00een scop de deta\u0219are, de la 10 zile la 20 de zile. De asemenea, a fost redus termenul pentru notificarea Oficiului de Imigr\u0103ri despre \u00eencetarea sau suspendarea rela\u021biei legale cu str\u0103inul, de la 30 zile la 10 zile.<\/p>\n<p>Noile reglement\u0103ri, care au intrat \u00een vigoare pe 8 martie 2024, schimb\u0103 semnificativ modul \u00een care angajatorii din Rom\u00e2nia recruteaz\u0103 \u0219i gestioneaz\u0103 lucr\u0103torii foarte califica\u021bi din \u021b\u0103rile ter\u021be. Aceste schimb\u0103ri ar putea face din Rom\u00e2nia o destina\u021bie mai atractiv\u0103 pentru lucr\u0103torii str\u0103ini cu \u00eenalt\u0103 calificare, dat fiind pragul salarial redus \u015fi valabilitatea crescut\u0103 a permiselor de \u0219edere.<\/p>\n<p>Introducerea noii categorii de \u201elucr\u0103tor \u00eenalt calificat \u00een cadrul unei mobilit\u0103\u021bi&#8221; va oferi angajatorilor o mai mare flexibilitate, permi\u021b\u00e2ndu-le s\u0103 aduc\u0103 exper\u021bi din alte state membre ale UE pentru p\u00e2n\u0103 la 90 de zile, f\u0103r\u0103 a avea nevoie de un permis de munc\u0103 separat, beneficiind de un astfel de poten\u021bial afacerile care depind de misiuni de scurt\u0103 durat\u0103, cu un nivel ridicat de calific\u0103ri.<\/p>\n<p>Cu toate acestea, introducerea cerin\u021belor de experien\u021b\u0103 profesional\u0103 ar putea face procesul de recrutare mai riguros, deoarece adaug\u0103 o alt\u0103 calificare pe care oamenii \u00een c\u0103utarea unui loc de munc\u0103 trebuie s\u0103 o \u00eendeplineasc\u0103.
