Este un ora\u015f considerat de unii anacronic, cenu\u015fiu \u015fi f\u0103r\u0103 farmec, \u00een timp ce al\u0163ii, nu pu\u0163ini la num\u0103r, optimi\u015fti din fire, v\u0103d accente de avangardism, creativitate \u015fi \u201coaze\u201d care ne duc cu g\u00e2ndul la alte capitale vest-europene.<\/p>\n<p>Dac\u0103 m\u0103 \u00eentreba\u0163i pe mine, Bucure\u015ftiul este un ora\u015f pe care ori \u00eel iube\u015fti, ori \u00eel ur\u0103\u015fti. Dar dac\u0103 tot ne-am hot\u0103r\u00e2t s\u0103 ne cl\u0103dim o via\u0163\u0103 aici, \u015fti\u0163i dumneavoastr\u0103: visuri, cas\u0103, copii, carier\u0103, o afacere \u201cpus\u0103 pe picioare\u201d, eu cred c\u0103 e cazul s\u0103-l iubim. Dar s\u0103-l iubim cu adev\u0103rat \u015fi cu \u201cochii larg deschi\u015fi\u201d, s\u0103-i vedem frumuse\u0163ea \u015fi for\u0163a, dar \u015fi vulnerabilit\u0103\u0163ile \u015fi, \u00eentr-un final, s\u0103 ne a\u015fez\u0103m la mas\u0103 \u015fi s\u0103 vedem ce e de f\u0103cut pentru a construi o rela\u0163ie func\u0163ional\u0103 cu el, dac\u0103 tot ne este dat s\u0103 tr\u0103im \u00eempreun\u0103.<\/p>\n<p>Bucure\u015ftiul a trecut prin multe: r\u0103zboaie, epidemii, incendii, cutremure devastatoare, regimul comunist. Bucure\u0219tiul este singurul ora\u0219 din lume care, \u00een timp de pace a pierdut o treime dintre cl\u0103diri (din cauza sistematiz\u0103rii ceau\u0219iste). Toate \u015fi-au l\u0103sat amprenta pe fa\u0163a ora\u015fului, despre care am putea spune pove\u015fti la nesf\u00e2r\u015fit. Dincolo de istoria impresionant\u0103 \u015fi de pove\u015fti, Capitala Rom\u00e2niei este un ora\u015f viu, \u00een plin\u0103 dezvoltare \u015fi transformare. Paradoxal, problemele majore ale Bucure\u015ftiului tocmai de aici provin.<\/p>\n<p>Ast\u0103zi, Capitala concentreaz\u0103 22,4% din totalul firmelor \u00eenmatriculate \u00een Rom\u00e2nia, 21% din totalul salaria\u0163ilor rom\u00e2ni \u015fi are, \u00een acte, 1,8 milioane de locuitori. La ace\u015ftia se adaug\u0103 peste 350.000 de oameni care fac naveta \u00een Capital\u0103 (plus studen\u021bii, arti\u0219tii etc). Spun f\u0103r\u0103 teama de a gre\u015fi c\u0103 mediul de afaceri bucure\u015ftean este cel mai dinamic din \u0163ar\u0103. Chiar \u015fi \u00een primii ani dup\u0103 Revolu\u0163ie, c\u00e2nd mecanismele economiei de pia\u0163\u0103 erau insuficient dezvoltate, iar experien\u0163a proaspe\u0163ilor antreprenori era redus\u0103, comunitatea de business a Capitalei s-a dezvoltat cu o vitez\u0103 net superioar\u0103 mediei na\u0163ionale, tendin\u0163\u0103 care s-a p\u0103strat p\u00e2n\u0103 ast\u0103zi. Apetitul pentru afaceri noi, creative, cu grad ridicat de valoare ad\u0103ugat\u0103 a fost \u00eentotdeauna mare \u00een Bucure\u015fti \u015fi \u00een zonele limitrofe. E de ajuns s\u0103 amintesc c\u0103 Regiunea Bucure\u015fti-Ilfov a atras, dup\u0103 1990, 60,7% din totalul investi\u0163iilor str\u0103ine directe realizate \u00een Rom\u00e2nia \u015fi 61,2% din totalul investi\u0163iilor str\u0103ine directe \u00een \u00eentreprinderi <em>greenfield.<\/em> A\u015fadar, mediul privat a investit \u015fi a construit mult, \u00eentr-un ritm constant superior mediei na\u0163ionale.<\/p>\n<p>Aceast\u0103 dezvoltare continu\u0103 a mediului privat a dat o \u015fans\u0103 real\u0103 transform\u0103rii Bucure\u015ftiului \u00eentr-un ora\u015f modern, adev\u0103rat \u201emagnet\u201d pentru investitori \u015fi turi\u015fti. Spun acest lucru pentru c\u0103 de la an la comunitatea de afaceri a virat c\u0103tre administra\u0163ia local\u0103, sub form\u0103 de impozite \u015fi taxe, sume din ce \u00een ce mai mari. \u00cen plus, au existat numeroase programe cu finan\u0163are european\u0103 care au putut fi accesate de prim\u0103rii pentru proiecte de infrastructur\u0103, managementul traficului, gestionarea de\u015feurilor \u015fi pentru un Bucure\u015fti \u201emai verde\u201d. Din p\u0103cate, se pare c\u0103 p\u00e2n\u0103 acum aceast\u0103 \u015fans\u0103 nu a fost valorificat\u0103 cum se cuvine.<\/p>\n<p>Bani au fost, \u00eens\u0103 rezultatele nu prea s-au v\u0103zut, cauzele fiind multiple: inexisten\u0163a unei strategii coerente de dezvoltare urban\u0103, proiecte aproape inutile, dar impuse din orgoliu sau interese financiare, dar \u015fi \u201epusul carului \u00eenaintea boilor\u201d ridicat la nivel de politic\u0103 public\u0103 (a se vedea \u201eborduriadele\u201d, ca variantele dubla \u015fi tripla bordur\u0103, \u015fi campaniile de plantat panselu\u0163e). Asta \u00een timp ce, \u00een plin centrul Capitalei unele trotuare sunt adev\u0103rate capcane pentru trecatori (gropi, denivelari, pavele prost puse \u0219i sparte). Le-a\u0219 aminti pe cele de pe strada Academiei, \u00eentre BNR \u0219i Universitate, \u0219i a\u0219 putea continua! Da, sunt \u015fi c\u00e2teva proiecte mari de infrastructur\u0103 \u00eencepute, dar \u015fi aici sunt probleme, fie c\u0103 vorbim despre exproprieri nef\u0103cute la timp, atribuiri de contracte, licita\u0163ii \u015fi achizi\u0163ii contestate \u00een instan\u0163\u0103, despre lucrul \u00een ritm de melc, sau dup\u0103 bunul obicei rom\u00e2nesc, \u201elas\u2019 c\u0103 merge \u015fi a\u015fa\u201d.<\/p>\n<p>\u015ei a\u015fa se face c\u0103 Bucure\u015ftiul a r\u0103mas singura capital\u0103 european\u0103 f\u0103r\u0103 o \u015fosea de centur\u0103 modern\u0103. Nu mai vorbim despre c\u00e2t facem din centrul Capitalei p\u00e2n\u0103 la aeroportul Otopeni (aeroport \u00eenc\u0103 \u201eneracordat\u201d la re\u0163eaua de metrou), nici c\u00e2t dureaz\u0103, \u00eentr-o zi obi\u015fnuit\u0103, o traversare a Bucure\u015ftiului de la nord la sud sau de est la vest, sau c\u00e2t timp pierdem p\u00e2n\u0103 g\u0103sim un loc de parcare. Pentru a vedea adev\u0103rata dimensiune a problemei spun doar c\u0103 la sf\u00e2r\u015fitul anului trecut, \u00een Capital\u0103 erau \u00eenmatriculate 1,5 milioane de autovehicule, cu 32% mai multe dec\u00e2t la finele anului precedent. Nu mai vorbim despre cele care tranziteaz\u0103 capitala. Infrastructura rutier\u0103? Aproape la fel ca acum 10-15 ani. A\u015fa se face c\u0103 Bucure\u015ftiul este de mul\u0163i ani \u00een topul celor mai congestionate ora\u015fe din Europa, iar nivelul particulelor \u00een suspensie din aer este dublu fa\u0163\u0103 de cel maxim recomandat de Organiza\u0163ia Mondial\u0103 a S\u0103n\u0103t\u0103\u0163ii.<\/p>\n<p>Problemele de infrastructur\u0103 sunt eviden\u0163iate frecvent de oamenii de afaceri autohtoni la capitolul \u201edificult\u0103\u0163i\u201d \u015fi de cei str\u0103ini care vor s\u0103 dezvolte afaceri aici la capitolul \u201etemeri\u201d. Da, Bucure\u015ftiul are o pozi\u0163ie privilegiat\u0103, la intersec\u0163ia a dou\u0103 coridoare de transport pan-europene \u015fi \u00een apropiere de culoarul Dun\u0103rii \u015fi o structur\u0103 social\u0103 \u015fi profesional\u0103 cu un standard ridicat. Da, Bucure\u015ftiul poate atrage \u00een continuare investi\u0163ii, dar are nevoie s\u0103-\u015fi modernizeze \u015fi s\u0103-\u015fi dezvolte infrastructura de transport, concomitent cu implementarea unui sistem coerent de management al traficului.<\/p>\n<p>Pentru a se decongestiona traficul, dar \u015fi pentru a reduce nivelul de poluare Bucure\u015ftiul, are nevoie \u015fi de o re\u0163ea de transport public modern\u0103 \u015fi eficient\u0103. Niciun bucure\u015ftean nu-\u015fi va l\u0103sa ma\u015fina acas\u0103 pentru a circula cu un mijloc de transport \u00een comun f\u0103r\u0103 aer condi\u0163ionat, murdar, aglomerat, care nu are un orar precis de circula\u021bie \u015fi care se deplaseaz\u0103 cu viteza melcului. V\u0103 \u00eentreba\u0163i poate, de ce eu, om de afaceri, vorbesc despre transportul \u00een comun?! Pentru c\u0103 \u015fi acolo sunt banii mei, a\u015fa cum sunt \u015fi ai dumneavoastr\u0103. \u015ei \u00eemi doresc s\u0103 fie bine investi\u0163i. \u00cemi doresc ca Bucure\u015ftiul s\u0103 aib\u0103 un parc modern de autobuze, troleibuze \u015fi tramvaie, dar \u00een acela\u0219i timp \u00eemi doresc cu t\u0103rie s\u0103 fie reg\u00e2ndit sistemul de acordare a subven\u0163iilor, \u00een paralel cu o analiz\u0103 realist\u0103 a modului de func\u0163ionare a RATB (unde \u015fi de ce se pierd bani?).<\/p>\n<p>Vreau s\u0103 trag un semnal de alarm\u0103: problemele Bucure\u015ftiului nu sunt doar ale prim\u0103riilor. Sunt ale noastre, ale tuturor: oameni de afaceri, salaria\u0163i, pensionari etc. Nerezolvarea acestora are efecte, mai mari sau mai mici, asupra fiec\u0103ruia dintre noi. Iat\u0103 de ce, \u00eencep\u00e2nd cu acest num\u0103r, mi-am propus s\u0103 vorbesc despre problemele Capitalei, a\u015fa cum se v\u0103d ele prin ochii unui antreprenor, dar v\u0103 invit \u015fi pe dumneavoastr\u0103, dragi cititori, s\u0103 ne scrie\u0163i despre dificult\u0103\u0163ile \u00eent\u00e2mpinate de firma dvs., astfel \u00eenc\u00e2t, \u0163in\u00e2nd seama de prerogativele ce sunt acordate de lege Camerei bucure\u015ftene, s\u0103 le punem pe agenda celor care sunt \u00een drept s\u0103 le rezolve.<\/p>\n<p>\u00cen plus, \u00een concordan\u0163\u0103 cu misiunea pe care Camera de Comer\u0163 \u015fi Industrie a Municipiului Bucure\u015fti \u015fi-a asumat-o fa\u0163\u0103 de oamenii de afaceri, dar \u015fi cu rolul pe care-l avem \u00een \u201evia\u0163a cet\u0103\u0163ii\u201d deschidem larg u\u015fa pentru un dialog pragmatic, eficient \u015fi deschis cu autorit\u0103\u0163ile locale \u015fi cu mediul de afaceri pentru a g\u0103si solu\u0163ii eficiente pentru ameliorare \u015fi rezolvare, inclusiv uit\u00e2ndu-ne la ceea ce a func\u0163ionat la al\u0163ii. V\u0103 invit\u0103m s\u0103 ne fi\u0163i al\u0103turi!
